There is no single "student insurance" that suits every destination. Some countries make health cover a condition of the visa, some universities enrol you in their own plan automatically, and some leave it to you. A student in Mumbai needs to know which applies before buying anything.

The UK collects the Immigration Health Surcharge with the visa application. Many universities in the USA, and some in Canada, enrol international students in their own health plan and bill it automatically; opting out, where it is allowed, needs proof of equivalent cover. Where a university enrols students in its own plan, you can usually opt out only by showing a policy that meets its published minimums, and only before a deadline. A policy bought in India may or may not qualify. Check the waiver rules first — otherwise you may pay for both.
